In the past few weeks, proposed legislation to repeal the ban on horse slaughter in Texas (initially known as HB 1324) has undergone various permutations. After the Senate decided not to pass HB 1324, it appeared that animal advocates were successful in blocking the bill and keeping the law that bans horse slaughter in place. However, the bill's sponsor, Rep. Betty Brown, managed to attach the language of HB 1324 to a separate piece of legislation, SB 1413. This language — attached to SB 1413 as "Amendment 2"–would repeal the portion of Texas law that currently prohibits the sale or possession of horsemeat for humane consumption. If SB 1413 passes with Amendment 2 intact, it will spell doom for American horses, by allowing the nation's only two horse slaughterhouses, both in Texas, to continue operating. As the Texas 2003 legislative session draws to a close, members of the Senate will be meeting to determine the final version of SB 1413
