House Passes Animal Cruelty Amendment To Juvenile Justice Bill

In August, Rep. Dennis Kucinich (D-OH) succeeded in amending H.R. 1900,

the Juvenile Crime Control and Delinquency Prevention Act of 2001, to

address the problem of juveniles who abuse animals. His amendment provides

funding for programs designed to prevent juvenile delinquency, including

“programs designed to prevent animal cruelty by juveniles and to counsel

juveniles who commit animal cruelty offenses, including partnerships among

law enforcement agencies, animal control officers, social service

agencies, and school officials.” On September 20th, the House passed H.R.
